Julia was born in Elk City, Oklahoma on December 17, 1959 to the proud parents of
Ralph and Lillian Milligan. Julia had her own pet sitting business and found her true love in caring for animals.
Julia is preceded in death by her mother, Lillian "Dolly" Milligan and her sister,
Belinda Beth Milligan. Julia is survived by her father, Ralph Milligan and two brothers
Gene and Jason Milligan, one nephew Jacob Milligan, Uncle Gene & Theresa Milligan and many friends
