Billie B. Higgins, 78 of Oklahoma City died February 16, 2015. Billie was born July 21, 1936 in Shawnee, the daughter of William and Bessie Stephens. A 1954 graduate of Shawnee High School, she worked in the Zero Defects Division at Tinker AFB for 16 years before starting a family. Later in life she worked at Gun World, volunteered at the Tinker pharmacy, and was a lifetime member of NARFE Chapter 946 Mid-Del. She enjoyed photography, old cars, and quilling, and adored Elvis, the circus, and animals. Always cheerful and glad to see people, she was a devoted mother and wonderful person. Preceded in death by her husband J. V. Higgins, she is survived by her son John C. Higgins and countless friends. She is sorely missed. Funeral services will be 2:00 PM Friday, February 20, 2015 at Bill Eisenhour Southeast Chapel with interment at Arlington Memory Gardens.
