Evelyn was born in Varilla, KY on June 5, 1929 to Eunice Robbins Fugate and Floyd Fugate. She attended the Ages School through 8th grade near her home between Verda and Ages, KY, then attended Evarts High School in Evarts, KY, graduating in 1946. After working for a year to save money, she attended Eastern Kentucky University for two years, working her way through by doing office work both at school and during the summer. She took business and secretarial courses, and played field hockey. She met Paul Belcher at a high school alumni dance; they were married in Lexington, KY on April 8, 1950. After moving to Dayton, Evelyn worked at Wright Patterson Air Force Base as a secretary before quitting to stay home and raise her three children. She was a homemaker, gardener, cub scout leader, school library volunteer, member of Community United Methodist Church, bowled in area leagues, and played bridge with her beloved friends. Evelyn was an avid reader who kept two to three books going at all times, and was a great patron of the local libraries. She worked at Wright State University from 1983 to 1994 as a secretary in the English Department. Evelyn and Paul enjoyed retirement – visiting relatives, babysitting grandkids, wintering in FL, playing cards and going to Keeneland to see the horse races. She loved to laugh and never met a stranger and was loved by all her nieces and nephews. Evelyn was preceded in death by her husband Paul, sisters Magdalene and Margaret, brothers Ray, Martin, Luther, Richard, and Joe Ernest, nephews Ray and Lee Smith, brother-in-law Gordon, and dear friends El Hankey, Jackie Barry and others.
