Born August 1, 1946 in Dallas, he graduated from Spruce High School and pursued a career in technology. Throughout his life and retirement, Bill was an avid outdoorsman and naturalist who enjoyed fishing, watching the Texas Rangers baseball games, stamp and coin collecting, and hunting.
Bill was preceded in death by his parents, William L. (Bill) Carter Sr. and Eva Parker Carter, and his son, William Leon (Chip) Carter III. Bill is survived by his two daughters, Jacquelyn Michelle and Kendall Nicole (Kris), his grandson Kyle, his brother, Michael (Julie), niece Isabella and nephew Christian, and his aunt Alta.
Funeral arrangements are pending. In lieu of flowers, the family suggests memorials in Bill's name to the Texas Wildlife Association Foundation (twafoundation.org).
