Born on November 24, 1949, in New Orleans, Louisiana, Eugene was the second child of Bessie Mae Martin and Robert Eugene Rouzan. He was raised as a devout Catholic and carried his faith throughout his life.
After graduating from high school, Eugene enrolled at Delgado Community College in New Orleans, Louisiana, where he majored in Culinary Arts. Midway through his studies, Eugene enlisted in the U.S. Army, where he served as a frontline cook. A proud Army veteran, he bravely served his country during the Vietnam War and was honored with several medals for his service, including commendations for Defense, Marksmanship, and Sharpshooting.
Upon returning home, Eugene rededicated his life to Christ and was baptized at Pleasant Zion Baptist Church in New Orleans. He re-enrolled at Delgado Community College to study welding. During this time, he met the love of his life, Patricia Felton, on a bus ride home. Despite Patricia initially ignoring his pursuits, her grandmother encouraged her to take his phone call. Shortly thereafter, the two were married, and their union lasted 51 beautiful years. From this marriage, they welcomed their son, Eugene Rouzan, Jr., and 11 years later, their daughter, Christine Antoinette Rouzan, both of whom they loved and adored deeply.
Eugene was a man of integrity who always placed his family’s needs above his own. He was a dedicated family man, an active member of his community, and a devoted servant of his church. At First Agape Baptist Church in New Orleans, Eugene served as the Superintendent of Sunday School, a Deacon, and a member of the feeding ministry.
A hardworking and respected professional, Eugene dedicated 33 years of service to Entergy New Orleans (formerly NOPSI). His commitment and expertise earned him the admiration of colleagues and peers.
Following Hurricane Katrina, Eugene relocated to Lancaster, Texas, where he continued his passion for serving others. After retiring, Eugene became a vital volunteer for the SoupMobile in Dallas, Texas, where he was affectionately known as “Chef Gene.” He lovingly prepared meals for 500–600 people daily, helping to expand the organization’s capacity to feed the homeless and underserved populations of Dallas.
Eugene’s passions included cooking, giving back to his community, and sharing his infectious laughter and witty sense of humor.
