Francis (Frank) was born July 14, 1936 in Paterson, New Jersey to Frank and Ursula (Reilley) Toomey. He received a Bachelor’s of Science from the University of Nebraska, Omaha and a Masters of Public Administration from Shippensburg College. Frank was a member of Precious Blood Catholic Church and a Planning Commissioner for Culpeper County.
Frank was a retired Colonel from The United States Army, a graduate of the Command and General Staff College at Ft. Leavenworth, KS, and the United States Army War College at Carlisle Barracks, PA. He held multiple commands in his career, and his last duty station was as Commander, Vint Hill Farms Station, Warrenton, VA. Throughout his military career, Frank served with the 18th Airborne Corps (82nd Airborne Division), the 4th Infantry Division, the Army Security Agency and later the Army’s Intelligence Security Command. His overseas tours included France, the Dominican Republic, Vietnam, Korea, Japan, and Turkey. Highly decorated throughout his 33 years of service, they include two awards of the Legion of Merit, the Bronze Star, the Senior Parachutist Badge, and five awards of the Meritorious Service Medal. Frank was selected for induction into the Officers Candidate School’s Hall of Fame. He and his wife, Louann retired from the Unites States Army in 1988 to Culpeper, Virginia.
Frank was preceded in death by his daughter Maureen, brother Bruce, and parents Frank and Ursula. Survivors include his wife of 55 years, Louann, children Patrick (Donna), Michael, Sharon Spaur (John), Tracey, Terence (Beth); grandchildren Caitlin Flowers (Ben), Kerry Ringling (Rusty), Colin, Conor, Garrett and Brigid; great-granddaughter Adalynne Rose; siblings James (Kathy), Mary (Ed), Bonnie (Jim), Dennis (June), Joseph (Betty), John (Dianne), Margaret, Brian (Eileen).
Viewing services will be held on Tuesday, August 12, 2014, between the hours 5:00-8:00pm at Clore-English Funeral Home. Funeral Mass to be celebrated at Precious Blood Catholic Church on Wednesday, August 13, 2014 at 11:00am. The family will receive friends immediately following the funeral at Precious Blood.
Francis Xavier’s final resting place will be at Arlington National Cemetery. In lieu of flowers, memorial may be made to the Leukemia & Lymphoma Society, 11350 McCormick Road, Hunt Valley, MD 21030; or The St. Jude Children’s Research Hospital, 501 St. Jude Place, Memphis, TN 38105. Clore-English has been entrusted with these arrangements.
