He was born February 4, 1940, in Brevard, NC to William Brooks and Bridget Outlaw.
Cliff's professional career was mostly spent with IBM. Cliff was originally hired to do computer repair and then moved on to becoming a software engineer and a training instructor.
He was a proud member of the Peace Corps, and was particularly fond of the time he spent doing volunteer work in Africa. He sponsored fundraising for the North Carolina Central University annual golf tournament, and volunteered for Broward County elections.
Cliff's interest included spending time in his wood work shop, gardening, reading, and being in the company of his family and good friends.
Mr. Outlaw is survived by his step-daughter, Marcelle Toscano and her husband, Dan; his sister, LaMuriel Goldsmith; niece, Sheila Mooney and her husband, Carl; and other nieces and nephews.
He will always be remembered for his extreme kindness, caring nature, big smile, and infectious laugh.
