Billy (Bill) Eugene Oswald Jr. was born in Greenville, Alabama on February 23, 1940, to parents Billie Oswald Sr. and Minnie Coleson Oswald. He was the oldest of four children. He graduated from Greenville High School in 1958. He attended the University of Oklahoma and earned a Bachelor of Business Administration (Accounting) degree from University of Oklahoma. He later earned a Master of Science degree in Systems and Logistics from the Air Force Institute of Technology. Additionally, he graduated from the Air Command and Staff College and the Squadron Officer School, and he held certifications as a Certified Internal Auditor, Certified Information Systems Auditor, and Certified Fraud Examiner.
Bill began his federal service by enlisting in the U.S. Air Force in 1962. He started his military career at Lackland AFB and had subsequent assignments at bases worldwide including Keesler AFB (Mississippi), Dyess AFB (Texas), Hurlburt Field (Florida), Elmendorf AFB (Alaska), Wright-Patterson AFB (Ohio), Osan Air Base (South Korea), and Yongsan Garrison (South Korea). During his first tour to South Korea, he met his wife Ann.
In 1967, he completed the Air Force Officer Training School at Lackland AFB and was commissioned as a second lieutenant. He was able to ultimately achieve the rank of Major before retiring. During his military career, he primarily worked at the Air Force Audit Agency as an auditor.
After retiring from the Air Force in 1988, Bill joined Aeronca, an aerospace company, and worked as a Program Manager. In 1993, he began his civil service career with the Air Force Audit Agency, where he held multiple audit positions, including audit manager, chief of staff, comptroller, program manager, director of audit services, associate director, and deputy assistant auditor general at Wright-Patterson AFB, Ohio, the Pentagon, and Dallas, Texas. In his final role as Deputy Assistant Auditor General for the Air Force Audit Agency’s Directorate of Acquisition, Logistics, and Financial Audits, he was responsible for planning, executing, and reporting on Air Force-wide audits related to procurement, weapon system acquisition, wholesale and retail supply, maintenance, and finance.
After retiring from government service, Bill embraced his role as a full-time grandfather, a position he cherished above all others. He loved spending time with his grandchildren, helping them with reading and math, and eagerly awaited picking them up from school to hear about their day. During the pandemic, he took on the role of a homeschool tutor, facilitating their online learning and sharing his wisdom. In addition to his family, Bill had a passion for airplanes, particularly flying a Piper Cub. He was a man of faith who was a member of White’s Chapel Methodist Church in Southlake for about ten years before his passing. He grew up in the church, participated in revival meetings, played the piano, and taught Sunday School for high school seniors at Dayton Korean United Methodist Church in Ohio. Known as a servant leader, Bill was generous with his time and was always ready to help others and would often switch to his “Major mode” to advocate for those in need. Bill was preceded in death by his parents (Billie Oswald Sr. and Minnie Oswald) and sister (Bettie Earnest). He is survived by his wife of 43 years Ann, their children and spouses, Margie Barnes, Bill (Hyein) Oswald, Juyun (Gun) Lee, his grandchildren Bethany Barnes, Jack Oswald, Christina Oswald, Bennett Lee, Cara Lee, his siblings and their spouses, Wayne (Sue) Oswald, Julia Parker, brother-in-law Al Earnest, and numerous nieces and nephews. One of Bill’s favorite Bible verses was Proverbs 3:5-6: Trust in the Lord with all thine heart; and lean not unto thine own understanding. In all thy ways acknowledge him, and he shall direct thy paths. He also lived by the words of 2 Timothy 4:7-8. Bill fought the good fight. He finished the race. He kept the faith. Now there is in store for him the crown of righteousness, awarded by the Lord, the righteous Judge. Bill went to his heavenly home on March 19, 2025.
