Mr. Bennett was raised in Connecticut and Ohio. He received his Bachelor’s Degree from the University of Toledo and his law degree from the Franklin Pierce Law Center in Concord. He received a post-graduate degree in banking and financial law from the Boston University School of Law.
Mr. Bennett’s private practice specialized in municipal law and labor arbitration. As the sole Administrative Hearing Officer for the New Hampshire Department of Revenue Administration from 1999 to 2005, he conducted hearings an all matters of state taxation. He was Chief Corporate Legal Officer for Nashua from 1987 through 1996, representing the city, the Nashua School District, Fire and Police Commissions, the Airport and Industrial Development Authorities, the Zoning Board and other agencies. He was Assistant City Attorney and City Prosecutor, then City Attorney for Keene from 1983 through 1987. Earlier he had a long relationship with the New Hampshire Hospital. He successfully represented the hospital in an appeal against the loss of it’s accreditation, and reorganized and managed it’s forensic service unit. He developed a private, non-profit corporation to provide legal guardianship services to the institutionalized elderly population. He was co-chairman of the Recipients Rights Task Force, which developed rules to protect the rights of patients served by the state’s Department of Health and Human Services. Mr. Bennett’s roles in labor relations and arbitration included serving as the Chairman of the State of New Hampshire Personnel Appeals Board from 1989 through 1999.
He is survived by his brother, Garth Bennett of Wayland, MA.
A memorial service will be celebrated at 12 Noon on Saturday, February 12, 2011 at the Bennett Funeral Home, 209 North Main Street, Concord.
