The son of Alice and Douglas Scovill, who preceded him in death, Randall was a quiet, unassuming man who cared deeply for his family and friends, for his city and state, and for his nation. For forty-seven years, he dedicated himself to his work for the city of Columbia in the Utilities and Engineering department, developing a keen knowledge of the city’s utilities systems and securing a respected and valued place with his co-workers. Receiving the “Employee of the Month” award twice in his tenure with the city, he was noted as having “held numerous positions within [the] department…..and [his] selfless devotion to his job and unquestionable loyalty to the City of Columbia is unsurpassed.” His love of his work and his meticulous attention to detail were recognized in his department as well as with many others across the city. He loved his work family and treasured their part in his life, sharing in celebrations as well as challenges through the years.
Born in Tacoma, Washington, where his father was serving in the U. S. Army, Randall came to South Carolina as a child with his parents as they moved to Columbia and Fort Jackson. He grew up just minutes away from the fort’s grounds. He was an avid golfer and loved sports, especially when he could “talk sports” with anyone interested. He possessed an earnest and generous sense of humor and took great joy in seeing others join in with his comments and laughter. His observations drew in those around him and demonstrated his love of life, people, and details.
Randall is survived by numerous cousins and a host of friends who will always be thankful for his presence in their lives. This world is surely lessened by his absence.
