He was born into a military family on March 9, 1958 to the late Jack and Janice A. Dukes while stationed in New York. As a child he moved around the world to places such as Guam and Spain. While in high school he and his family settled down in Newark, Delaware. He graduated high school from Delcastle Technical High School and attended the University of Delaware. Joe worked as a successful machinist which led him to Columbia, South Carolina in 1999. In his spare time he loved to garden, fish and watch the Washington Redskins.
With his passing he leaves behind his wife of 32 years, Phyllis L. Dukes; daughter, Jacquelyn 'Jackie' A. Sawyer; three stepchildren, Michael J. Griffith, Bill Hallock, and Karen Jacobi; and a brother, James A. Dukes. He also leaves behind four grandchildren, Tristan Jacobi, Ciara Jacobi, Emma Sawyer and Abigail Sawyer.
A memorial service honoring the life and memory of Joe is being planned for the summer along with a private spreading of his ashes.
