Stephen was born in St. Louis Mo on October 14,1956, son of the late Forrest O Capps Jr. and Norma Kirkwood Capps.
Stephen graduated from Jefferson City High and attended Kansas State University where he received a degree in Architecture and Construction Management. He moved to Florida doing design build construction projects. He worked with his father in his architectural firm in Jefferson City and then with his brother Forrest Alan Capps in his painting company.
In addition to his mother Norma Wells, he is survived by his stepfather, Col Don Wells, Columbia, Mo; his brother, Stewart Capps (Donna), Melbourne Beach, Florida; his sister, Diane Basinger (Mitchell) of Ashland, Mo; his 3 nephews, Charles Capps, Shawn, and Joshua Basinger; and 4 great nephews and nieces.
He is proceeded in death by his father, Forrest Olan Capps Jr and his brother, Forrest Alan "Tad" Capps.
Stephen was gifted with a creative mind and will always be remembered for his caring and sweet disposition.
