Mr. Kodzwa was born in Mazowe, Zimbabwe in June 10, 1942. He attended Nyanga Secondary School and excelled in his studies, securing a scholarship to study in the United States. He majored in Electrical and Mechanical Engineering at California State University, later obtaining an MBA, Finance and Administration from Golden Gate University. He returned to Zimbabwe at Independence in order to make a contribution to the development of his country.
In 1983, Mr. Kodzwa joined the Public Service Commission as deputy chief mechanical engineer in the Ministry of Construction. In 1985 he was appointed director in the Ministry of Construction and National Housing. He rose through the ranks to the post of Permanent Secretary in the Ministry of Public Construction and National Housing in 1991 and Permanent Secretary in the Ministry of Transport and Communications in 1995. He was later transferred to the PSC as technical advisor in 1999, a post he held until the time of his death.
