Mrs. Mencer was born May 19, 1929, in Herndon, the daughter of Earl and Esther (Kelley) Meadville Kirkpatrick.
She was a graduate of Bellwood Antis High School, class of 1947 and prior to her marriage was employed by the Veterans Administration Hospital of Altoona.
Mrs. Mencer was a member of the Wesleyan Faith Holiness Church of Bigler, which she and her husband pioneered in the 1960’s. She loved her Lord and her church family.
Frances is survived by her husband, Russell L. Mencer whom she married April 24, 1954 at Bellwood, having celebrated 63 years together, two children; Karen Evans and her husband Rex of Clearfield and David Mencer and his wife Karen of Woodland, four granddaughters; Stephanie and Jennifer Mencer of Woodland, Margaret Stigall and her husband Jeb of Osceola Mills and Miriam Seward and her husband Ben of Jordan, AR, four great grandsons; Austin, Evan, Caleb and Isaac Stigall, a great granddaughter, Regan Elizabeth Mencer, a sister, Iva Forshey and her husband Dean of Altoona, a brother, Albert Kirkpatrick of Altoona and a number of nieces and nephews.
She was preceded in death by her parents, three brothers; William Meadville and Earl and Irvin Kirkpatrick and two sisters; Shirley Kirkpatrick and Phyllis Strouse.
Funeral Services will be held at 11:00 AM on Wednesday, July 12, 2017 at the Bennett and Houser Funeral Home, Inc. of Clearfield with her son-in-law, Pastor Rex Evans officiating. Interment will be at Bradford Cemetery.
Friends will be received at the funeral home on Tuesday, July 11, 2017 from 7 to 9:00 PM and on Wednesday from 10:00 AM until the hour of services.
