Born on August 27, 1952, in Charlotte, she was the daughter of Patsy Cook Yarbrough and the late Billy Frank Bass. Following graduation from South Mecklenburg High School, Debbie went on to hold several positions in the Pineville community. She worked 20 years for the Town of Pineville and 20 years at Tyndall Furniture Galleries.
Debbie also served on the Pineville Town Council as a council member for fourteen years and helped shape the Pineville we know and love today. She was a true problem-solver who was loved by all who knew her.
The joy of Debbie’s life was her family. She was a devoted wife to the late Ronnie Frank Fowler. Ronnie and Debbie were married on November 25, 1971, and celebrated 44 years together. She was the best daughter, wife, mother and grandmother anyone could ask for. Debbie never missed a practice, game, birthday and had a way of making every holiday extra special.
She is survived by her mother, Patsy C. Yarbrough; two children, Brian Fowler, Patsy O’Donnell; son-in-law, William O’Donnell; and two grandchildren, Emerson O’Donnell and Jackson O’Donnell; as well as her sister, Vickie Poole and nephew, Matthew Kimbrell.
Debbie was preceded in death by her husband, Ronnie Fowler and father, Billy Frank Bass.

A gathering to celebrate Debbie's life will be held on Thursday, April 20, 2023 at 2 pm at Pineville City Cemetery. She will be interred along with her husband Ronnie.
