Billy was a United States Navy veteran serving on the USS Missouri, USS Tarawa and the USS Speagle Grove. He was a member of VFW Post 4059 and American Legion Post 400. Billy retired from Norfolk-Southern Railroad after 40 years of service.
Billy is survived by his daughter Ellie Harrelson of Fort Mill, SC; daughter Teresa Robinson of Matthews, NC; and his son Mark Wagoner of Charlotte, NC; his grandsons Austin Harrelson,Trevor Harrelson,
Christopher Robinson; his granddaughters Laura Bocock, Christina Patel, Kara Wagoner and five great-grandchildren.
Billy was preceded in death by his first wife Mary Spencer Wagoner in 1998 and by his second wife Norma J. Wagoner in 2016.
A memorial service for Billy will be held Friday, May 5, 2023 at 12:00 PM at Wilson Funeral & Cremation Service, 5301 Albemarle Road, Charlotte, NC 28212.
