Fred E. Stuart of Chapin, SC passed away peacefully in his sleep on Sunday, January 9, 2022. He was the son of the late Fred E. Stuart, Sr. and Alberta Todd Stuart. He was born on June 1, 1931 in Starr, SC. The family moved to Chapin in 1939 and he attended Chapin schools until the family moved back to Starr in 1948. He graduated from Starr High School in 1949.
He enlisted in the US Navy in 1951 and served his country honorably until 1955. He then attended the University of South Carolina. Upon graduation, Fred worked for C.C. McGregor & Company, Certified Public Accountants from 1958 until his retirement in 1985. Fred then went to work for the South Carolina State Board of Accountancy, as a Special Investigator, until he was appointed as the Executive Director of the Board of Accountancy, a position he held until he retired in 1995. He also served on the Board of Directors of Crime Stoppers of the Midlands from 1985-1988.
During his career as a CPA, he was a member of the South Carolina Association of CPAs, serving as President of the state organization and in several other offices and committees. He frequently spoke at educational seminars on accounting standards and professional ethics. In 2015, he was designated by the SCACPA as one of South Carolina’s 100 Influential People in Accounting.
Fred served others in many ways through the years. He helped establish and was a charter member of the Chapin Volunteer Fire Department in 1965 and, after serving for 25 years, retired as a volunteer captain. He also served as a member of the Chapin Town Council from 1964-1971. During his tenure, he was involved in establishing a public water system and bringing new industry to Chapin. In honor of his many years of volunteer work for the Chapin community, he was later inducted into the Chapin Hall of Fame.
Fred was a long-time member of Mount Horeb Lutheran Church in Chapin, where he served in many capacities, including Vice Chairman of the Council, Treasurer, Sunday school teacher, and many other church committees. He served a six-year term on the South Carolina Synod Stewardship Committee.
Of all the multitude of roles and accomplishments, Fred excelled best in the role of husband, father, father-in-law, and - best of all - grandfather! Fred was predeceased by his wife of over sixty years. He is survived by his daughter, Tami (Bill); grandchildren, Lorraine and Trey, along with many nieces and nephews and extended family. Fred was predeceased by his sisters, Helen Stuart Rainey and Dorothy Stuart Koon, also of Chapin.
A funeral service will be held at Mt. Horeb Lutheran Church on Saturday, January 15, 2022 at 1:00 pm. Burial will be at the church cemetery following the service. The family will receive friends immediately following the burial.
The family has requested that masks be worn at the funeral service. The service can be viewed at the church’s YouTube channel.
