A native of Winston-Salem, North Carolina and a music major at Hollins College, Lucy moved to Baltimore with her husband Peyton J. Marshall, Jr., in 1954. The first piece of furniture they bought was a piano. In the coming decades, Lucy demonstrated her ability to play by ear any song requested, and in her happiest moments, she accompanied choral music ranging from patriotic songs to hymns. She developed a reputation as Baltimore and Howard Counties’ most sought-after substitute music teacher, enjoying many long-term sub positions until she retired to help care for Peyton's advancing Parkinsons’ Disease. He predeceased her at the age of 68 after a 25-year battle.
Lucy’s commitment to volunteer leadership lasted well into her 80’s, starting with her term as President of the Junior League of Baltimore from 1965-67. She was one of five steering committee members who started the Baltimore Symphony Orchestra’s Tiny Tots concert series. Lucy developed a specialty in writing bylaws as a student at the Edith Stidman unit of the Maryland Association of Parliamentarians, using her skills for nonprofits including the United Way of Central Maryland Community Service Board, which she ultimately chaired. A lifelong advocate for the elderly, she accompanied choral singing at the Uplands Home for Episcopal Church Women, the Metropolitan Senior Center (later the Waxter Center), and St. Joseph’s Nursing Home for many years. Raised a Methodist, she was later confirmed in the Episcopal Church and was an active member of St. Bartholomew's Episcopal Church, Baltimore for 40 years.
Lucy most identified, however, with her mission to turn young girls into capable leaders through her fifty years of service with the Girl Scouts of Central Maryland (GSCM). Eight years as a Brownie, Junior, and Cadette troop leader were just the beginning. She held elected positions as Second Vice President and Third Vice President on the GSCM Board of Directors as well as Nominating Committee Chairman; she was also Area Chairman and Vice Chairman, Chairman of the Philena Chase Strappelli Leadership Award Committee, and member of numerous committees. Her service was recognized with the Daisy Award, Outstanding Leader Award, Thanks and Thanks II Badges, and the Evergreen Award. Never one to mince words, she convinced her GSCM Product Sales Committee to change Girl Scout cookie manufacturers because “the Do-Si-Dos taste like their cardboard box.” One of her proudest moments was convincing Mayor William Donald Shaeffer to wear a green Girl Scout vest and badge sash in a TV appearance while he tasted–and clearly enjoyed–a Girl Scout cookie. In the North Carolina accent she resolutely retained despite living in Baltimore for 72 years, she liked to say, “I’ll be a Girl Scout until the day I die.” Indeed, she carried a laminated copy of the Girl Scout Law in her wallet until the end.
Despite her many community contributions, Lucy primarily asked for her future obituary to say: “She was most proud of her children and grandchildren.” Survivors include her son, Peyton J. Marshall III (Nancy); her daughter, Lucy Marshall Davis (Richard); six grandchildren, Sara Davis Guappone (Will), William Marshall, Clark Davis (Melissa), Elizabeth Marshall Casasola (Marcel), Ian Marshall (Hannah), and Charlotte Marshall; and two great-grandchildren, Teddy and Maria.
The family would like to extend their deepest thanks to the Sisters and staff at St. Joseph’s Nursing Home for their loving care of both Lucy and her husband Peyton as they prepared for a peaceful transition to the next life.
A memorial service will be held at 11 a.m. on Saturday, May 31, 2025 at St. Bartholomew’s Episcopal Church, 4711 Edmondson Avenue, Baltimore, MD 21229. Visitation hours will take place from 2:00 – 5:00 p.m. on Friday, May 30, 2025 at Sterling-Ashton-Schwab-Witzke Funeral Home, 1630 Edmondson Avenue, Catonsville, MD 21228.
