Richard was born on March 27, 1935 to Harold and Naomi (Nee Overmoe) Ohl. He grew up on the west side of Milwaukee with his parents and younger brother, Ronnie . In the winter the two brothers would walk to the neartby VA grounds dragging their sleds behind them and sledding the steep hills on the future site of Milwaukee County Stadium . After Harold and Naomi divorced, Naomi met and married Paul Bast, the choir director of their church. The family eventually grew to include brother Kermit, sister Patricia, and brother Paul moving from the west side to West Allis and finally to New Berlin.
Dick graduated from Juneau High School and then from UW-Madison with a Mechanical Engineering degree. He worked for Aqua Chem, the State of Wisconsin, and the Wisconsin Electric in AIr Pollution Control . Dick was in the Air Force Reserves but was honorably discharged before the timeframe to receive recognition.
