Walter was born on September 23, 1947 in Washington, DC at Gallinger Hospital. He was the eldest of six born to the late Ethel and Walter Owens. His youngest sister Pamela Ann Owens preceded him in death.
He was educated in the DC Public school system and graduated from Cardoza High School. He earned three Varsity Letters from the Metropolitan Athletic Assoc. for track and field, basketball and softball. Walter was also a Commissioned Officer, 2nd Lt., in the Washington High School Cadet Corps and Leader of Cardoza’s Combo Band that performed at D.C, s Elementary Schools and other venues. He continued his studies at Washington Technical Institute (now a part of UDC).
He married Cynthia A. Williams in 1966. They were blessed with one child. Their union lasted for 55 wonderful years.
Walter was a life-long member of the historic Mount Zion United Methodist Church of Georgetown. He attended Sunday School along with his siblings and cousins who enjoyed participating in the Easter and Christmas plays. Walter sang in Mt Zions church choir as a young adult.
He was a dedicated employee with the Executive Office of the President, Office of Management and Budget and U.S. Department of Navy, Defense Printing Service until his retirement in 1991 due to a work related injury. He received numbers letters of accommodations and outstanding performance awards during his career.
Walter had a way of expressing himself with a quick wit and a wonderful sense of humor. He gave everyone who knew him a nickname that made each of us feel special. He was a protective and loyal person, even to strangers.
He is survived by his devoted wife Cynthia Owens, son Keith, brother Eugene (Paulette) Owens, three sisters, Deborah Owens, Robin Owens, Diane Donaldson; nephews and nieces, Jason (Minh Vo) Owens, Marc Owens, Darlene (Anthony) Ferguson, Scott Owens, and Samantha Battle; eight great nieces and nephews, Dominique (Tra’von) Hunter, Isaiah Owens, Ayana Owens, Anaya Owens, Sion Owens, Mekia Owens, Tayen Owens, Roman Connor, Jalynn Ferguson, Camaron Ferguson, and Blair Hudnall, brother-in-law, sister-in-law, and a host of other relatives and friends.
