Billie was born on the thirteenth of October 1933 to the late Clyde Lewis Webber and Blanche Walter Webber. In addition to her parents, she was preceded in death by husband William Shelton and life partner James Dale Clowers; a son, William Lewis Shelton and a daughter Margaret Lynn Shelton.
She was a lady who was fierce and unwavering in her convictions. She was a very active lady who involved herself in so many different groups and charities. Billie was a member of the Lions Club, Blue Star Mothers, and Chairperson of the Women’s PGA volunteers at Tanglewood in 1974 and was responsible for Christmas decorations for a while there as well. She was a member of the Bay Tree, Sandpiper and Black Bear Golf Clubs and was instrumental in administering the Scholarship of Coastal Carolina. Billie was a member of the Forsyth County Social Services Board of Directors; Director of daycare at Calvary Moravian Church; she was the assistant to the director of Rowan Memorial Hospital and was inducted into the Order of The Long Leaf Pine, which is one of the most prestigious awards presented by the Governor of North Carolina. She was a staunch Republican and was the Chairperson of the Brunswick County Republican Women’s Service Committee in 2009 & 2010; vice chair of the fifth Republican district of Forsyth County and was inducted into the Republican Party’s Hall of Fame in 1989. Billie was a contractor for the NC License Plate Agency for over 30 years in Rural Hall and Winston Salem, NC.
Survivors include a sister, Terrissa Webber Melton and husband Guy; grandchildren, William Arsey Sullivan, Billie Lynn Sullivan and husband Steven J. Highet; a great-grandchild, Hamish William Highet; niece, Wendy Enochs and husband Robert; nephew, Henry Walter Melton; other relatives, Michael W. Culbreth and wife Mabel E. Culbreth and children Carter and Cadence; very special friends, Donna Phelps, Dawn Duggins, Jayce Philpott, Sandy Philpott and Lynn Michael; and her beloved fur baby, “Bruno”
A Celebration of Life will be held on Saturday, December 29, 2018 at 1:00 p.m. at White Funeral Service in Bolivia, North Carolina.
