Very sad to learn of Steve's passing. He was an integral part of the core of Army public health core through his years at AEHA, CHPPM, and then DHA, evolving from project officer into senior leadership. He was a mentor to many and was always willing to listen to what folks had to say. He was thoughtful, not rash; slow to judge; quick to affirm and praise; he was fair and measured; and he was always dedicated and committed to Army public health. He dealt with change better than most. He wasn't too shabby a softball player, either. He was part of a generation in Army public health that has passed/is passing into the mists of time. We are all a bit diminished now with his loss. 
Thank you, Steve, for all that you did for so many of us personally and professionally, whether we realized it or not.
May his soul rest in peace in the hands of our loving Father God.

I was one of the "new guys" who joined the fledgling CHPPM (Provisional) in 1994. Steve went out of his way to be welcoming, helpful, collegial, and always professional. He became a good friend.

I am so sorry for Steve's family and friends as they grieve their loss. I hope they will be comforted by their many wonderful memories.

Ginny and Family----I was so sorry to receive this sad news today regarding Steve's passing.  I feel VERY fortunate to have had the opportunity to work with Steve for two years.  He was one of the finest individuals I have had the pleasure to work with during my entire military and civilian career.  He was smart, honest, transparent, compassionate and one of the best mentors to others that I have seen.  Steve, in my estimation, was a level above most---both personally and professionally. Mr Kistner was a great leader and man. I would not be where I am today in my professional career without him giving me a start. I was working in the Laboratory and he did a management reassignment and moved me into the Quality Systems Office, which he was the Supervisor.
