Arthur was born March 2, 1954 in Bakersfield, California to Rudolpho and Antonia Moreno. He was an addition to 12 brothers and sisters. He moved to Beaumont, California when he was eight years old.
On June 3, 1973, he married Wytona Marie Elmore. They raised two sons Artie and Jacob, and three daughters Lisa, Ana and Tona.
Arthur was preceded in death by his father Rudolpho, his mother Antonia, Brothers Bernie, Jesse and Moy. Sisters Mercy, Elsa and Lily.
He is survived by his wife Wytona, his five children Artie, Lisa, Jacob, Ana & Tona, his grandchildren Dino, Tette, Andrew, Nikki, Savannah, Stella as well as great grandchildren. His two sisters Yolanda and Toni and three brothers Bob, Richard and Renee and several nieces and nephews.
