He was born on July 31, 1938 in Peoria to Richard James and Margaret Jane (Schmitt) Maxwell. He married Jo Ann "Joby" Morgan on March 28, 1956 in Peoria. She preceded him in death on May 21, 2021 in Peoria Heights.
He was also preceded in death by his parents; his son, Gregory James Maxwell; his sister, Mary Frances Little; and one great-grandson.
Richard is survived by two children, Scott (Dawn) Maxwell of Peoria and Richilyn Allsup of Trivoli; six grandchildren, Alisha, Jessica, Gregory, Taylor, Jobi, Hailey; eleven great-grandchildren; and one sister-in-law, Lynn Stanfill of Farmington.
He served his country in the United States Marine Corps. Richard worked as a postal carrier prior to his career as a plate maker and supervisor at Fleming & Potter, Inc. in Peoria for over 30 years, retiring in 2001.
After retirement, he moved to North Port, Florida where he golfed and enjoyed spending time with Joby, the love of his life. He and Joby eventually moved back to Peoria to spend more time with family. Richard was of the Christian faith and passed his love of the Lord on to his family.
Family services will be private with burial in Swan Lake Memory Gardens in Peoria. Davison-Fulton Bartonville Chapel is in charge of arrangements.
In lieu of flowers, memorials may be made to the OSF Richard L. Owens Hospice Home in Peoria.
