She was born on Jan. 18, 1939, in Peoria, IL, to Carl and Tena (Rook) Cape. She married William Howard Wiebler Sr. on Feb. 14, 1956, in Peoria. He passed away on Sept. 17, 1994.
Survivors include her children, William H. “Bill” Wiebler Jr., Melody Lynn Ann (Brent) Pierson and Bradley Dean (Angie) Wiebler; daughter-in-law, Dona Wiebler; 7 grandchildren; 14 great-grandchildren; sister, Carol Schick; brother, Danny (Kathy) Cape; and companion, George Parlier.
She was preceded in death by her parents; husband, William; son, Randy Wiebler; daughter-in-law, Deann Wiebler; and companion, Bob Harmison.
Phyllis was a member of St. Anthony Catholic Church. She was a loving mother who loved spending time with her family.
Visitation will be on Tuesday, Jan. 29, 2019, from 5 to 7 p.m. with a prayer service at 7 p.m. at the Davison-Fulton Bartonville Chapel. Funeral services will be on Wednesday, Jan. 30, 2019, at 9 a.m. at the funeral home. Additional visitation will be a half hour prior to the service. Deacon Louis Tomlianovich will officiate. Burial will be in Resurrection Cemetery.
