One of my favorite people ever…. Oh how you are missed by many . I am so fortunate to spend most of my childhood and adulthood with you in my life . Rest easy Jimmy Welsh , luv and miss you ❤️🙏

My best memories of Jim were when Alex was a baby.  Phyllis accepted the job of watching my son Alex when he was just a year old.  That was a blessing from heaven for us.  We quickly became family and they both gave so much love to Alex (who was quite the Dennis the Menace) that it remains in our hearts till this day.  Jim would have pictures of criminals and Alex would study them and when they went out in Jim's car Alex would try and find the criminal or (Murderer) which Alex would Yell. LOL -  Phyllis is such a great cook and would make spaghetti & meatballs every Thursday night and Alex and I would stop by the bakery for dessert.  What I wouldn't give to have one more spaghetti night with Jim!! We will never forget him and will always share memories and keep him alive in our hearts and minds.  He will never ever be forgotten and I know in my heart that he's in heaven now resting and I pray one day we can all be together again.   

I will miss you …. 💔 many summer nights on patrol of Gods Acre best neighbor and family ever 🙏

My Sincere Condolences to the Welch's Family.  I worked briefly with Jimmy in the Eastern District.  When things got a little rough for me at a time, Jimmy was one of few that encouraged me to be strong, diligent and focused.  He was a true gentlemen and great Police Officer.  I'm proud to be able to say I knew him.   
I learned many lessons in the Eastern District and found that everyone didn't have your back or best interest at heart.   I can honestly say Jimmy was one of few that had my best interest at heart and my back.  Rest Well Jimmy and in Peace!!!! May God, the Almighty and our Lord and Savior Jesus Christ watch over your family and send the spirit of comfort during this time of bereavement.

Jim was one of my Mentors in the Eastern District.  I fondly remember working with him on the Holiday Plainclothes Details in a 2-man car.  Jim was one of the best I've ever worked with, and one of the most observant police around.  I  remember we were working a series of rape cases that were occurring along the Monument & Madison Streets corridor.  We were looking for one individual with a distinctive M.O.  Jim spotted the guy, and we made the arrest just as the guy was breaking into the rear of a house on Monument Street to claim another victim.

R.I.P My Friend.  You Will Never Be Forgotten.  

Worked with jimmy at eastern district one night I working one man unit when got jump  jimmy and Johnny fisher came to my aid jimmy later went to fugitive unit worked with jimmy since 1975 he was great guy and one best cops I know

My memory is a very old fond memory.  Years ago when visiting my grandmother "Mama Hood" on Sundays (that's when all the 23rd St. Ladies would be cookin up those spaghetti and meataballs the same time. Yum was all you could smell throughout the entire community! After dinner around 6 Mr. Jim would drive down 23rd in the patty wagon lights flashing emergency sound on. This sound would call all of kids down here to come jump in the patty wagon and go for a ride.  So much fun!  I'm sure those patty rides was suppose to teach us some kind of lesson, but Mr. Jim made it too much fun!!!  In my memory forever.....

Just  remember all of the wonderful times we all have had , many of those times I will cherish  of having the honor of having  James J  in my life , my heart is broken as I know yours are as well. He was another icon on Gods Acre (w23rd) ,  I do not think there is enough space for me to write but, I have so many great memories , over 50 yrs  of them ! from  as far as I can remember,  409 was  my second home and  my second family , my heart aches  that God took you home ,but it also smiles  because I was fortunate to have you in my life.  Rest in  Gods arms handsome , you are not suffering anymore… my heartfelt condolences and love  ❤️
