Paul and his family moved to Texas when he was 2, where he spent his childhood. In high school he attended San Jacinto high school in Houston, where he played football.
Paul enlisted in the Army in 1957 at the young age of 17. After basic training and advanced Individual Training he was stationed in Crailsheim, Germany for two years. He returned to Texas and was stationed at Ft Hood (1961-1963). He was on leave visiting family in Houston where he met Shirley L. Dobrich. They were married on December 24, 1962 at Christ the King Catholic Church in Houston Texas where she became his wife of 50 years.
They were then transferred to Hawaii (1963-1965) where both their children were born. Paul was then transferred to Vietnam for a year (1966) where he served with the 69th Armor as a tank commander. Paul and his family spent two additional tours in Germany first time in Vilseck (1969-1972) and then Fulda (1976-1979) and a tour in Arizona (1974-1976). Paul received the Vietnam Service Stars with 2 Bronze Service Stars, The National Defense Service Medal, Armed Forces Expeditionary Medal, The Republic of Vietnam Campaign Medal, The Vietnamese Cross of Gallantry with Palm, Army Commendation Medal, Meritorious Service Medal, Good Conduct Medal Clasp, Silver, and 2 loops for his military service.
While in Arizona and in Fulda Paul became involved in the Boy Scouts of America. In Fulda he took two boys and his son meeting under a lamp post once a week into the most organized and well-funded scout troops in all of Europe. Also while in Fulda Paul rescued a once in a lifetime outdoor education trip to Hinterbrand in Berchtesgaden Germany for his sons junior high school. After the military Dad spoke most about the Boy Scouts and our trip to Hinterbrand Lodge with Baz, Treadwell, and Moon.
After retiring from the military on October 31st 1979, Paul earned an Associate’s degree from Austin community college and worked in the trades until his retirement.
Paul is preceded in death by his parents John Anthony Lockey and Marie Pauline Lockey and Brother Robert James Lockey.
Paul and Shirley have two children, Son, Paul Victor Lockey Jr., Daughter, Christina Gayle Waterman and husband Ronnie. He had a special relationship with his grandchildren, Granddaughters Britney Skye Weaver and husband Bobby, Kassie Louise Waterman, Tara Josephine Rose Waterman, Brooke Desiree Noble, and Grandsons, Paul Victor Lockey III, Brice Ronald Paul Waterman, and wife Shanna, He spent time telling stories of the old days to his much loved Great grandchildren, Christian Robert Weaver, Kara Skye Weaver, Xander Paul Waterman, Ariana Isabel Waterman, Bryson Cole Alvarado, and Ryleigh Gayle Alvarado.
Rosary and visitation will be on Sunday September 22, 2013 at 5 PM and the Funeral Service will be Monday September 23, 2013 at 1 PM at Cook-Walden 6100 N. Lamar Austin, TX.
