Lt Col (Ret) Victor D. Rackley (87), former Commander, 145th Civil Engineering Squadron, passed away Monday, 19 February 2024. Lt Col Rackley received his Industrial Engineering degree from NC State University where he also was in the ROTC and was a member of the Sigma Phi Epsilon fraternity. After graduation he received his commission in the United States Air Force. He was then appointed in the North Carolina Air National Guard on 28 October 1967 serving faithfully and with dedication until his retirement on 19 Jun 1987 as Commander of the 145th Civil Engineering Squadron. He was also a graduate of the Air War College. In civilian life, he worked for Square D Electrical, started his own Electrical/Lighting business that he ran for years.
He was preceded in death by his father, Commodore Perry Rackley; mother, Lettie Pridgen Rackley; and a sister, Nancy Rackley Jorgensen.
Victor is survived by his wife, Judy Hooper Rackley; son, Brian Douglas Rackley and wife, Jeannie; granddaughter, Victoria Rackley and grandson, Ryan Rackley.
A “Fly Bye” in Victor’s honor will be held on Sunday, March 3, 2024 at 1 pm at Carolina Preserve Clubhouse, 115 Allforth Place, Cary, NC, 27519. The United States Air Force will present military honors. The family will receive friends at a reception to follow.
