Judy Jean (Lyons) Hagner was born in Edgewater, MD on July 21, 1952. Her parents Winfield Scott Lyons and Helen (Amos) Lyons raised Judy on their farm where they grew tobacco. They also let Judy follow her love of horses. Judy, the consummate animal lover, followed her passion for animals through her life. She passionately fed the squirrels and birds at her home in Owings, MD until her passing. Judy also loved wolves which explains her love of her two German Shepherds, Django and Stryker. Django was her constant shadow and they shared an incredible relationship.
Judy had three brothers, Edward (Eddie), Ronald (Ronnie) and Winfield (Scotty) who all preceded her in death. She missed her brothers deeply and now is comforted by them in Heaven. A very happy Lyons family reunion surely happened upon Judy’s passing.
Judy married Darryl Hagner in 1978 and they enjoyed a wonderful loving relationship until Judy left us. She was an incredible Mom to Theresa Hagner and Patrick Hagner. Theresa lives in Owings, MD with her long-time companion Brian Ransom. She has two stepchildren, Sabrina and Ethan Ransom. Patrick and his wife Kelly (Lucadamo) live in Sparta, New Jersey, with their two beautiful children, Cassidy and Colin. Theresa is employed by the Police Federal Credit Union in Upper Marlboro, MD and oversees its operations at the D.C. Police Academy Branch. Patrick holds a Doctorate Degree from the University of Maryland School of Medicine and is employed as the Executive Director of Translational Medicine for Bristol Myers Squibb in Summit, NJ. Judy was always so proud of her children and sang their praises at every opportunity.
Judy was known in the community as the “Lady who ran the Liquor Board”. She started as a secretary for the Anne Arundel County Liquor Board and eventually rose to its Executive Director. She oversaw a dedicated staff and over 400 liquor licenses. Always known to be an expert in liquor laws, Judy was a dedicated manager who passionately tried to help anyone in the business. Judy was also a Board Member of the Maryland Alcohol Licensing Association, where she was recognized statewide for her expertise. Sadly Judy retired after 48 years in September and didn’t enjoy a long retirement which she so rightfully earned.
Judy was a passionate lady who over the years actively participated in her family’s activities to include the Northern High School athletics program and the Dunkirk Warriors youth sports program. She also contributed whatever she could to help animal welfare groups.
Although gone, Judy leaves behind a beautiful legacy of family and passion for all she did. She will surely be missed.
A visitation for Judy will be held Monday, December 16, 2024 from 4 to 7 PM at John M. Taylor Funeral Home, 147 Duke of Gloucester Street Annapolis, Maryland 21401.
