James was born January 13, 1957 to James and Shirley Goggans in Abilene. He graduated from Cooper High School in 1975 and continued his education at University of Texas in Austin graduating in 1979 and then on to Texas Tech University of Law and graduated in 1983. James was an attorney and a member of the State Bar of Texas practicing law in the metroplex and then briefly in Abilene.
Preceding him in death was his father, James L. Goggans. He is survived by his mother, Shirley Goggans of Abilene; a brother, Randy Goggans and wife Carol of Abilene; two sisters, Cathy Goggans and Lori Flores and husband Philip, both of Abilene; nieces, Kellie Flores and husband Gabriel and Bobbie Perez and husband Abel, both of Abilene; and a nephew, Justin Flatt and wife Melanie of Abilene.
