He was born in the Bronx, New York to the late Pernell Armaratha McEwen, Sr. and Dorothy McEwen.
Pernell graduated from Samuel Gompers High School in the Bronx. He then served his community his whole life, both in the United States Army, and then as a detective in the New York Police Department for 27 years.

Pernell was a good natured and generous person with a big heart. He was an honest man, loving father, and devoted husband. He truly enjoyed spending time with family and friends, and he delighted in helping and caring for others. His kindness and friendliness to all people will be deeply missed.
