his wife of 55 years by his side. The family will receive visitors on Saturday, February 12, from
5-7 pm at Hampton Vaughan Crestview and Memorial Funeral Home, 1917 Archer City Hwy,
Wichita Falls. Funeral services will be held Monday, February 14, at 11 am in the chapel at
Hampton Vaughan. Burial will directly follow at Hope Cemetery in Henrietta, TX.
Jaye, known by most as Jaye B, was born to Jonas and Oleane Mulkey in Albany, OK on
December 31, 1941. He attended schools in Alvord and Byers, graduating from Byers High
School in 1960. He married Norma Rushing on September 2, 1966 in Dean, TX.
Jaye served in the National Guard for four years. He worked for over 40 years at Sheppard Air
Force Base, finally retiring in 2012 as an egress specialist for DynCorp International.
Jaye was a man of faith and a member of Texoma Cowboy Church. Throughout his lifetime
Jaye spent many hours outdoors, camping, hunting and fishing. He was a fan of football and
Nascar and passed on his interests and hobbies to his daughters, and grandchildren. Jaye, or
Poppy as the grandkids named him, adored his grandchildren and attended each and every one
of their activities until he was no longer physically able.
Jaye was preceded in death by his parents, Jonas and Oleane Mulkey, brother Von Lee ‘Bud’
Mulkey and sisters Pamela Mulkey and Rae Koelle Ryker. He is survived by his wife Norma
(Rushing) Mulkey of Dean, TX; daughter Shelli Starr and husband Steve of Iowa Park, TX;
daughter Kenda Finn and husband Michael of Wichita Falls, TX; grandchildren Jayson Owen
and his wife Tonya of Iowa Park, TX; Jordan Starr of Lubbock, TX; Jackson Merrick of Austin,
TX; and Presley and Joseph Finn of Wichita Falls, TX; sisters LaHoma Springer of Bokchito,
OK, Pat Gayle and husband Lee of Greenville, TX, Kaye Otto of Denison, TX, Ann Adair and
husband KW of Durant, OK, Linda Graves of Durant, OK, GayNell Jackson and husband Jerry,
of Durant, OK, Billye Ervin and husband Eddie of Sherman, TX; and brother Bobby Mulkey, of
Durant, OK; sister-in-law Leta Webster of Durant, OK and numerous nieces and nephews and
their families.
In lieu of flowers, the family requests donations be made to St Jude’s Children’s Hospital or a
charity of their choice.
Pallbearers will be former employees and friends Jaye made throughout his years working at
SAFB.
The family would like to extend their appreciation to the staff of Healing Hands Healthcare for
their compassionate care of our beloved husband, father and Poppy
