Gloria Oliver Harper-Simon, Esq. (née Gloria Craig Cuff) of Chester Township, Pennsylvania, was called home on July 3, 2024. Born on September 19, 1947, to the late Jesse Harper, Sr., and Lavinia Cuff, Gloria was one of 11 siblings: Diane, Portia (Francisco), Debra (James), Rose, Janet, Michael, Reginald (Carolyn), and the late Lois, Jesse Jr., and Ronnie. Gloria had one child, James Norwood, Jr. (Denise), with the late James Norwood, Sr., and was blessed with five grandchildren (Arshaad, Shakuwra, Qituwra [Marc], Khadija, and Kaliym) and nine great-grandchildren (Marley, Miles, Rember, Jaqson, Dana, Jamir, Nassiyr, Nikaya, and Mariah), along with a host of other family members, friends, and sorority sisters.
Gloria passionately pursued her postsecondary education, earning a Bachelor of Science from the University of Maryland, a Master of Science from American University, and a Juris Doctor from American University Washington College of Law. In 1997, she was admitted as a member of the Bar of the District of Columbia Court of Appeals. She dedicated over 40 years to the Department of Veterans Affairs, working in various roles including Human Resources and Investigative Law. She also served as Chapter President of Blacks in Government and as President & CEO of Harper-Simon & Associates. After retirement, Gloria transitioned to real estate law and became a notary public. She married the love of her life, Joseph M. Simon, in 1995.
Gloria was a devoted Alpha Kappa Alpha Sorority, Inc. member, initiated into the Iota Gamma Omega Chapter of Prince George’s County on April 2, 1995. She remained an active member of the Phi Nu Omega Chapter in Alexandria, VA, and played a key role in establishing the Upsilon Tau Omega Chapter in Fort Washington, MD. Gloria was a resilient woman who fostered a level of strength and determination that marveled those she knew and loved. She loved traveling, shopping, and dedicating her time to her sorority. Gloria's legacy will forever be cherished, and we find comfort in knowing she has found Heavenly Peace.
