Phillip is survived by his wife, Brenda Payne; his son David Payne; his son Kevin Payne (Shannon); his son Brian Payne; his daughter Sonya Payne; his daughter Brooke Payne; his daughter Brittney Payne (Sam); and his daughter Kiya Payne; his brother Jimmy Payne (Faye); his stepson Chris Barnett (Nicole), his stepdaughter Casey Williams, his grandchild Baylor Hamilton (Chance), his grandchild Alexus Smith, his grandchild Grayson Payne, his grandchild Jacob Swain, his grandchild Rachel Payne, his grandchild Robert Payne, his grandchild Madison McClellan, his grandchild Tiffany Minnefield (Maurice), his grandchild Meghan McDonald (Cody), his grandchild Levi Barnett, his grandchild Bentley Barnett, his grandchild Brenlin Payne, his grandchild Bella Garcia, his grandchild Stormy Garcia, his grandchild Nathan Payne and his 8 Great Grandchildren.

Phillip was preceded in death by his father Russell Payne and his mother Irene Payne; his brother Bobby Payne and his sister Shirley Payne; and half brothers Joe Payne and Lowell Payne.

Phillip will be laid to rest in Tallasahatchie Cemetery, Sylacauga, AL.
