STATEN ISLAND, N.Y. — Retired New York State Supreme Court Justice Philip G. Minardo, who had the distinction of being Staten Island’s administrative judge when the borough’s court system gained complete autonomy, died early Sunday morning in Richmond University Medical Center. He was 82.
With a legal career that spanned nearly 60 years, Minardo had been re-certified three times to remain on the bench after turning 70. He retired in 2017.
He began his legal career as an assistant district attorney under Richmond County District Attorneys John Braisted, and later, Thomas Sullivan.
He was an attorney is private practice for 20 years before he was elected to the New York State Supreme Court in 1995.
As a judge, he’s presided over some of the most notable lawsuit cases in the borough and ruled on matters with far-reaching conclusions, not only for Staten Island but throughout New York City.
Minardo was asked by Jonathan Lippman, the state’s chief judge, to serve as administrative judge of Richmond County, making him the first to fill that post.
Thereafter, on Jan. 1, 2009, the borough’s court system gained complete sovereignty after legislators carved out the 13th Judicial District, severing Staten Island from Brooklyn in the Second Judicial District.
As the administrative judge of Staten Island’s courts from 2005 to 2011 — in what may have encompassed his biggest legal achievement — Minardo allocated resources, assigned judges, judicial hearing officers and other court personnel, laying the groundwork for the borough’s legal system.
Minardo is survived by Dr. Marianne LaBarbera, his wife of nine years, and his sons, John Minardo (Jeffrey), Philip G. Minardo Jr. (Tara), Brian Minardo (Marissa) and Steven Fuentes, six grandchildren, Philip G. Minardo III, Isla Rose Minardo, Chloe Grace Minardo, Laila Joan Minardo, Grace Marie Minardo, and Brian Richard Minardo, two brothers, Anthony Minardo (Carol) and Dr. Michael Minardo (Sandra).
Funeral arrangements are being handled by Harmon Home for Funerals in West Brighton.
Visitation is set for Tuesday and Wednesday from 2 to 4 p.m. and 7 to 9 p.m.
A Mass of Christian burial will take place in Sacred Heart R.C. Church, also in West Brighton, on Thursday at 11 a.m. Burial will follow in Moravian Cemetery, New Dorp.
In lieu of flowers, the family asks that donations may be made to St.Jude Children’s Research Hospital or to the Shriner’s Hospital for Children.
