Kevin is survived by his devoted wife of 32 years, Nancy L. Holmes, and his two sons Mark and Jason Holmes. Kevin also has four grandchildren, that he cherished; Sydney, Dakota, Landen, and Cecilia. He is also survived by his father, Walter G. Holmes of Dunmore, PA; sister, Laurie H. Ekes of Falmouth, MA; Mary Lisa Brown of Swampscott, MA; Thomas J. Holmes of Dunmore, PA; and Patricia H. Conway of Dunmore, PA; and numerous nieces and nephews.
Kevin began his career in law enforcement on January 15, 1979, when he was hired and appointed as a Fairfax County Park Police Officer. On November 30, 1981, he was appointed as a probationary police officer with the Fairfax County Police Department (FCPD) and was assigned to the Groveton Substation. In 1991, he was promoted to the rank of Sergeant and transferred to the Mason District Station. Three years later, he was promoted to the rank of Second Lieutenant and transferred to the West Springfield District Station. In 1995, he returned to the Mason District Station where he faithfully served the community for the next 17 years.
Kevin was instrumental in the formation of the FCPD Peer Support Program and remained an active member and mentor for over 20 years. He served as a Peer Support Team supervisor, oversaw the development of the FCPD Peer Support Basic Training class, and assisted other agencies in developing their own programs. Each year during National Police Week, Kevin worked hand in hand with local and federal law enforcement agencies to support the families of officers who had lost their lives in the line of duty. In 2000, Kevin decided to join the Crisis Negotiations Team where he responded to numerous high-risk barricade and hostage situations acting as a primary negotiator, acting coach, or intelligence operative. He was a coordinator for the Supervisor and Patrol Training Programs as well as, an administrator and test developer for the Second Lieutenant Promotional Process.
A highly decorated officer, Kevin was known by his fellow officers and colleagues as a man of integrity, dedication, loyalty, honesty, and compassion. His numerous awards included:

* Meritorious Action Award
* Meritorious Service Award
* Distinguished Field Training Instructor
* Recipient of the Philip E. Powell Award which recognizes Second Lieutenants for their superior job knowledge, devotion to duty, humanitarianism, dedication, and loyalty.
* Awarded the Sons of the American Revolution Commendation Law Enforcement Medal, which recognizes exceptional service or accomplishments beyond what is normally expected in the field of law enforcement.
Michael Kevin Joseph Holmes, loving husband, beloved father and grandfather, brother and son, died peacefully after a brief illness. Kevin was preceded in death by his mother Ann L. Holmes, of Dunmore, PA. At the time of his death, he was surrounded by his loving wife, sons, and family as well as the devoted fellow officers of the Fairfax County Police Department.
