E. DENNIS- William “Bill” Carter, Jr., 90, of East Dennis, passed away peacefully on Thursday, April 21, 2022 at Pleasant Bay Nursing and Rehabilitation Center. He was the beloved husband of Priscilla (Leggee) Carter, with whom he shared 57 loving years of marriage.
Born in New Bedford on February 25, 1932, he was the son of the late William and Doris Carter. Bill enjoyed working in his father's New Bedford Cordage Mill with his father and family for many years. He proudly served his country as a member of the US Navy on a Destroyer Escort after WWII. Upon his honorable discharge from the Navy, he went on to earn a Bachelor’s Degree from the New England Institute of Textiles and Technology in 1954. In 1962 Bill earned a certificate in Insurance from Stonehill College.
He spent his career working for Insurance Services Office Company, where he served as Massachusetts ISO state manager for over a decade. Upon his retirement in 1989, the state of Rhode Island recognized all of his hard work and dedication with an honorary “Bill Carter Day.” He then relocated to Cape Cod, first in Brewster, and later in East Dennis.
Bill was a devoted member of Brewster Baptist Church. He belonged to the Church’s building committee, and was instrumental in creating the addition that opened in 2001. Bill was also a member of the Promise Keepers, as well as the Society of Fire Protection Engineers.
Bill loved animals, especially his cat. He will always be remembered for his kindness and generosity.
In addition to his wife, Priscilla, he is survived and will be deeply missed by many nieces, nephews, and friends.
At the family’s request, burial will be held privately. A memorial service will take place at 11 am on May 26th at Brewster Baptist Church. In lieu of flowers, memorial contributions may be made to Brewster Baptist Church, or to Samaritan’s Purse. Arrangements are under the direction of Doane Beal & Ames Funeral Home, South Dennis.
