He was ordained a priest on June 17, 1956. Shortly after ordination, he moved to the United States where he ministered as a priest in the Diocese of St. Augustine, Florida continuing on in the Diocese of St. Petersburg, established in 1968. He served as pastor at Good Shepherd Parish in Tampa, Florida; founding pastor of Transfiguration Parish in St. Petersburg, Florida and in 1979 moved to St. Brendan in Clearwater, where he was named pastor in 1984. He was elected to Honorary Prelate (Monsignor) in June of 1999. After 43 years of priestly ministry he retired in November of 1999.
He is survived by his sister, Maura (Mel) Keavney and was preceded in death by his sister, Kathleen Masterson and brother, Patrick (Paddy), all from Ireland. He will be sadly missed by his nieces, nephews, grand nieces, grand nephews, in-laws and cousins, both in the United States and Ireland.
The Reception of Msgr. Mulligan’s body will be 4 pm, Thursday, August 9, 2018 at St. Brendan Catholic Church, 245 Dory Passage, Clearwater. Visitation will follow until 8 pm. Evening Prayers will be at 7 pm. A Funeral Mass will be celebrated 11am Friday, August 10, 2018 at St. Brendan Catholic Church with the Most Reverend Gregory L.
