He was born on June 15th, 1930 in Pakse, Laos. He was the son of Niem and Soule Phothivongsa. His older sister, Thonkeo, passed away in 2003. His younger sister, Foythong, is with us today.
In 1951, he joined the Royal Lao Army and received his commission as an Army Officer. He was promoted to General in 1971 by the King of Laos. In 1973 he was appointed to command the Royal Lao Airforce.
He married Sameuane Siriphanh in 1958 and relocated to the United States with his family to Pennsylvania state in 1975. Later they settled in Washington state.
His interests included traveling, gardening and fishing. He started the Royal Lao Air Force Veterans Association which now has chapters throughout the United States. It was his passion to reunite with veterans from Laos.
He is survived by his wife, sister, seven children, and five grandchildren.
