Bill had a long and full life. He continued to drive his GMC Yukon up until the summer of 2020. He was quite the social being and organizer. He really enjoyed going out to eat with family and friends several times a week. And he liked his coffee and cigars.
He basically had three careers: one with the Texas Highway Department, one with the Army Reserves, and one with the San Antonio Bowling Association.
He graduated from Brackenridge High School in May of 1947 and started college at San Antonio Junior College where he went for 2 years with a focus on math and engineering. He started with the Texas State Highway Department in 1948 but went on active duty with the U.S. Army for two years beginning in 1950. He was back with the Highway Department in 1952. He worked for a total of 38 years with the Highway Department until his retirement on Nov. 30, 1987, as a Senior Engineer Assistant. His primary responsibilities were the design of expressways and city streets. He became an expert in freeway lighting and TxDOT is still using some of his designs today.
His dad was a World War I veteran and Bill was ordered to active duty on August 30, 1950, during the Korean War. He was shipped to Germany and worked with the Engineer Construction Group to help rebuild Germany after World War II. When he returned home, he joined the Army Reserves in the 321st Civil Group and remained with them until retirement in 1988 at age 60. He reached the rank of Chief Warrant Officer 4 (CW4), appointed by the Secretary of the Army.
He was always an avid bowler, which contributed to his long and healthy life. He joined the San Antonio Bowling Association in 1982. He served as one of the Vice Presidents from 1988 to 1994 and was elected President from 1994 to 1996. He was elected a Life Member in 1998 and to the Greater San Antonio USBC Association Hall of Fame in February 2004. He carried about a 170 average up until he was in his late 80s. He continued to go to the bowling center weekly to watch and visit his friends, as he drank coffee, up until his last few months.
He is survived by his three nieces from his twin sister Mildred Alberta Winn Toalson: Barbara (Johnny) Curtis of Pearsall, Debra (Paul) Graf of Spring Branch, and Mary Ann (Steve) Sutton of Sandia. Bill is also survived by his three nieces from his sister Dorothy Hill Nicholson: Carolyn (Wayne) Hastings of Pearsall, Pat (Steve) Garner of Spring, and Pam Schultz of Spring. He leaves behind a host of grand nieces and nephews.
Bill is preceded in death by his parents, William V. and Mildred H. Leroux Winn, his sister Mildred Alberta Winn Toalson and her husband, Wilburn Turner Toalson, and his sister Dorothy Hill Nicholson and her husband John “Buster” Nicholson.
In lieu of flowers memorial donations may be given to the Red Cross. The family wishes to thank his host of doctors for the diligent care they provided during the last seven years of his life. The family also thanks the ladies at Home Health Care and the Crest Hospice Care organization.
A Celebration of Life visitation will be held on Friday, June 30, 2023 from 2:00 to 6:00 pm for friends and family at the Sunset Memorial Park at 1701 Austin Hwy, San Antonio, TX. The burial will be at the Pearsall Cemetery on Saturday, July 1 at 10:30 am.
