She was born on July 7, 1943 to Ike and Thelda Phillips in Salt Lake City, Utah.
She graduated from Cyprus High School in 1961 and later met and married her best friend SGM Eugene "Gene" L. Smalley, who preceded her in death.
As a proud military family, we were fortunate to have had many adventures in places such as Hawaii and Bangkok, Thailand.
Anyone who knew Elaine can validate her reputation as someone who always told you what she thought whether you liked it or not. Others have said she was a "Tough Old Broad" and an "Iron Lady". But along with that side of her personality she also cared about her family deeply. The "light of her life" was her only grandchild Sofia. She took every opportunity available to teach, nurture, spoil and infuse Sofia with "Grandmotherly" wisdom to help guide Sofia into becoming an amazing human being. Sofia will miss her "Bommie" very much.
Elaine is survived by her son Brook Wilcox and furry grandchild DI, her daughter Tiea Rowley and son in-law Bruce, her granddaughter Sofia, her sister Barbara Haslam and brother in-law Jerry, her brothers Brian Phillips, Fred Phillips, Keith Phillips, and her nieces Jill Haslam and Kathryn Haslam.
Graveside services to be held on April 27, 2021, 2:00 pm, Wasatch Lawn Memorial Park.
