Shirley was born in Salem, Oregon on September 9, 1944, to Walter J. Lulay and Regina (Lackner) Lulay. She was raised in Shaw, Oregon where she attended and was an active member of St. Mary’s Catholic Church. In 1962 she met and married Adam Ziebart. Adam and Shirley had two daughters and they continued to live in the Shaw area. After 25 years of marriage, they divorced and Shirley subsequently married Richard ‘Dick’ Bailey in 1991. Dick was truly the love of her life, and they spent several years traveling and enjoying life until his passing. In December 2000, after 24 years Shirley retired from the Oregon Department of Transportation where she worked as a Human Resource Analyst. After retiring she purchased a home in Mesa, Arizona where she spent her winter months. She spent time with her family, made many friends, hosted gatherings, catered for crowds, danced and lived life to the fullest. In later years she sold her home in Arizona and moved to Dallas, Oregon to be close to her daughters.
Shirley is survived by her daughters: Tammy (Terry) Dover, Kimberly (Stephen) Wood, and grandson Adam (Amanda) Kenaston. She is survived by her brothers Adrian Lulay, Gilbert (Jeanine) Lulay and Mel (Suzanne) Lulay, and her sister Joyce Wilson. She is preceded in death by her husband (1994) Dick Bailey; brother Roy Lulay; and sister Cleone Scharbach.
Funeral Mass will be held at St. Mary’s Catholic Church, Shaw, Oregon on Monday, June 24, 2024, at 11:00 a.m. followed by a celebration of life in the church hall. In lieu of flowers, donations can be made to Catholic Charities Oregon.
