Bill was born in Six Mile, South Carolina to the late William Ansel Garrett and Essie Harrison Garrett. He grew up in Orangeburg, South Carolina where he was very active in sports and extracurricular activities. He was active in Scouts and attended the Philmont Scout Ranch in New Mexico. He achieved the rank of Eagle Scout.
Bill graduated from Clemson University with a degree in Civil Engineering. He received his Masters Degree in Public Administration from North Carolina State University. He began his career with the Florida Road Department followed by thirty five years with the North Carolina Department of Transportation, heading the Public Affairs Division and conducting Public Hearings throughout the State.
Bill spent thirty years in the U.S. Army Reserves rising to the rank of Colonel. He was also a graduate of the Army War College.
Bill was a longtime active member of White Memorial Presbyterian Church where he served as elder, deacon, Scout leader, Sunday school teacher, WTR committee and Men’s Breakfast. Various Memberships include, Exchange Club of Raleigh, serving twice as President, Kiwanis Club of Raleigh, Sphinx Club, Assembly Club, 2500 Club and the Carolina Country Club where he was an avid golfer and tennis player.
Bill is survived by his beloved wife Sally, of 62 years; son, Walt Garrett and wife Lisa, daughter Sally Meggs and husband Phillip and two grandsons whom he deeply loved- David Meggs and Jack Garrett.
The family wishes to express deep gratitude to Dr. Todd Helton as well as Dr. Jerry Hung and all the nursing staff in the MSICU Unit at Rex Hospital for their loving and compassionate care.
A memorial service will be held on Saturday, December fourth at one o’clock at White Memorial Presbyterian Church. The family will receive friends in the Jane Bell Gathering Space following the service.
In lieu of flowers, memorials may be made to White Memorial Presbyterian Church, 1704 Oberlin Road, Raleigh NC 27608.
Service arrangements are being handled by Brown-Wynne, Saint Mary's St., Raleigh.
