Dr. Foley was born in Staten Island, NY, to the late Dorothy Foley and Joseph Foley. He was educated in the New York City public school system and attended Manhattan College. Upon graduating, he then attended The University of Wisconsin where he received his PhD. Dr. Foley worked for The Environmental Protection Agency for over 30 years. He was very active in the international environmental and academic community.
In addition to his wife of 38 years, Dr. Foley is survived by his children, Karen Shipe of Oklahoma; Kevin Foley, of Leesburg, VA.; Step-son, Ryan Beamer of Raleigh, NC, Step-daughter Courtney Morris, of Raleigh, NC.; Grandchildren, Beth Shipe of Arizona, Matthew Shipe of Los Angeles, California, Emily Winter of Oklahoma, Grace Foley of Leesburg, VA., Joseph Foley of Leesburg, VA. and Taylor Morris of Raleigh, NC.
A Memorial Service was held on Friday, November 15, 2024 at 3:30pm, in the Chapel of Mitchell Funeral Home, 7209 Glenwood Avenue, Raleigh.
