Born March 27, 1941 in East Peoria to Jesse M. and Bernice L (Robinson) Richmond, he married Judith L. Harter on November 24, 1962 in Peoria. She survives.
Also surviving are one daughter, Dawn (Steve) Stalker of Hopkinsville, Kentucky; two grandchildren, Gabrielle Stalker and Zoe Stalker and one brother, Jesse (Brenda) Richmond, Jr. of Yuma, Arizona.
He was preceded in death by his parents; two sisters, June Wright and Helen Manley and one brother-in-law, Fred Manley.
He had proudly served in the Illinois Air National Guard from 1962 to 1968.
A graduate of the FBI Academy at Quantico, Virginia, Harvey served with the Tazewell County Sheriff’s Department for 10 years. He was a former Chief Deputy with the Sheriff’s Department and a former member of its Merit Commission. Harvey also was self-employed owning and operating Richmond Painting and Wallpapering in Pekin from 1978 to 2000. He then worked as an estimator for Ghelardini, Inc. before retiring.
He served the City of Pekin as a council member for 10 years and was a former member of the Kiwanis Club of Pekin, Pekin Moose Family Center 916 and Pekin Elks Lodge 1271. He also was a past president of the Painter’s Union and later with the Painting and Decorating Contractors Association. Harvey enjoyed golfing and looked forward to participating each year in the Tazewell County St. Jude Golf Classic. He was a longtime Duck’s Unlimited supporter and was a member of Empire Lodge 126, Ancient Free & Accepted Masons in Pekin.
Harvey was a member of First United Methodist Church in Pekin. He formerly served the church as chair of the Board of Trustees.
In earlier years, Harvey enjoyed traveling, boating and both snow and water skiing.
His memorial service will be at 11 a.m. Thursday, December 2, 2021 at First United Methodist Church in Pekin. Pastor James C. McClarey will officiate. Visitation will be from 5 to 7 p.m. Wednesday at Preston-Hanley Funeral Homes & Crematory in Pekin. Honors will be accorded by the Tazewell County Sheriff’s Department. Cremation will be accorded.
