Anne Catherine Cipparone was born on June 27, 1944, in Philadelphia, Pennsylvania, to Frank Angelo and Mary Ethel (Malizia) Cipparone. She attended and graduated from Cecilian Academy in Philadelphia. She married the love of her life, James Francis McKinney, on June 27, 1964. After the wedding, the couple moved to Colorado Springs, Colorado, where James began his career as an officer in the U.S. Air Force.
Military life took Anne and James around the world. As an officer's wife, Anne supported her husband's career, managed frequent relocations, and made every new house a home. James calls Anne the wind beneath his wings. Together the couple raised two daughters, Leigh and Diana.
