Billy was born September 29, 1946 in Chickasha, Oklahoma to Roy and Frankie (Chaney) Lewis. He graduated from Torrance High School in 1964. Billy joined the United States Army in 1966. He served two tours in the Vietnam War as a Heavy Equipment Operator. After returning from active duty, Billy continued his service with the US National Guard.
On December 25, 1969, Billy married the love of his life, Delores LaRue Sprouse in Odessa, Texas. Their first child, Melissa Irene, was born December 1972. Son, Michael Earl, was welcomed in August 1975.
Billy provided for his family with variety of jobs and careers. For several years he was a Machinist for Wooly Tool and Hart Machine, while working nights at Mr. Gatti's Pizza. He was in Sales for the family business, Lewis Vacuum Services. Billy worked as a Health Inspector for the Ector County Health Department, before attending the Police Academy. After graduation, Billy joined the Ector County Sheriff Department and worked as a jailer. Eventually, his good friend Clay asked him to join Reef Chemical (later known as Rockwater) from where he retired.
Billy enjoyed building models, remote controlled airplanes, and woodworking. He loved Old Western movies, the Beverly Hillbillies, and MASH. Billy will be remember for all the times he was able to coach his children and grandchildren in various sports throughout the years. When he wasn't coaching, he also loved to watch all sports, including NASCAR, Horse Racing, and football, especially the Dallas Cowboys.
He is preceded in death by his wife of 53 years; his grandson, Coy Caleb; parents; siblings, Earl Lewis, Wayne Lewis, Bea (Lewis-Bice) Smith, Carol Ann (Lewis) Mathis; and nephew, Conrad Bice.
Billy is survived by his children, Melissa (Shannon) Mullins and Michael (Sonya) Lewis; sister, Judy (Peter) Velasco; 8 grandchildren, 10 great-grandchildren, 20 nieces and nephews, and mother-in-law, Frankie Sprouse.

A visitation for Billy will be held Wednesday, July 24, 2024 from 10:00 AM to 1:00 PM at Hubbard-Kelly Funeral Home, 601 N Alleghaney Ave, Odessa, Texas 79761, followed by a celebration of life at 1:00 PM.
