Frank was born on December 23, 1942 in Canonsburg, Pennsylvania to Sidney and Emmy Brown. He was one of five children. Frank spent most of his youth growing up in Mobridge, South Dakota, where they lived while his father, Sidney, served as a Church of God minister.
At the age of seventeen, Frank enlisted in the United States Air Force. After twenty years of service, he was honorably discharged after attaining the rank of Master Sergeant. He served during the Vietnam War as a fuel specialist and was awarded the Small Arms Expert Marksmanship ribbon; the Air Force Good Conduct Medal with Four Oak Leaf Clusters; the Air Force Longevity Service Ribbon; the National Defense Service Medal; the Vietnam Service Medal and the Republic of Vietnam Campaign Medal. After his discharge, he continued serving the United States Air Force as a computer engineer in the Civil Service.
While stationed at Hill Air Force Base Utah, he graduated from Weber State with a major in chemistry and a minor in computer science. In 1991, his work with the United States Air Force civil service moved him to Maxwell Gunter Air Force Base in Montgomery, Alabama. While working there he attended the Air Command and Staff College and graduated with a masters degree.
Service was a cornerstone of Frank’s life. As a longtime member of Beacon of Hope Church of God, he served 30 years on the pastors council, held the position of church treasure for two decades, and spent countless hours volunteering with the Royal Rangers.
Aside from serving in church, he enjoyed traveling and camping and being the “World’s Best Grandpa.”
