Frank was born May 11, 1930 in St. Louis, Missouri. He was the last of ten children to be born to Murphy Dugan McMillan and Nellie R. McMillan.
When Frank was three months old, his family moved to Cincinnati, Ohio where he received his early formal education. He enlisted in the U.S. Navy on June 18, 1947. Frank continued his education throughout his stellar career, which included service in both the Korean and Vietnam Wars, and as an instructor at different Naval Educational Institutions. Though most of his time was devoted to diesel submarine service in the Pacific, Frank did spend time in the Mediterranean and the Atlantic. This service included assignments on the aircraft carriers U.S.S. Roosevelt, U.S.S. Yorktown, and U.S.S. Midway. He also served on the destroyer the U.S.S. Parsons until she was decommissioned, and then the AAK104 U.S.S. Seminole, landing Marines and supplies in Vietnam. Frank retired a Master Chief after nineteen years of active duty and four years of reserve duty.
Upon the third anniversary of his enlistment (June 18, 1950) Mr. McMillan married his ‘first’ sweetheart, Beverly Ann Young, in San Diego, California. They had two daughters; Colleen and Katheleen. Following his long Naval career, Frank and Beverly worked and retired from the Grossmont Union High School District (where Frank was recognized for twenty years of distinguished service June 1, 1991). Beverly preceded Frank in death on March 30, 1992.
Frank moved to Clark, South Dakota and there married his ‘second’ sweetheart, Grace Edna Lowry, on September 7, 1993. They resided in Clark and Watertown, South Dakota, before moving to Medford, Oregon where Grace preceded Frank in death on January 1, 2018.
Frank is survived by two children: Colleen Poor and Katheleen McMillan; three step-children: Sherryl Kammerzell, Linda Farley, and Norman Lowry Jr. ; nine step-grandchildren and twenty-one step-great grandchildren. He was preceded in death by his step-son, Michael Lowry.
