Howard is survived by his loving wife, Valerie Richardson Baker, his sister, Peggy Muse Upcraft, his brother-in-law, Dale Upcraft, his sister Barbi Dunham, nieces and nephews and a multitude of true friends, colleagues and extended family.
Howard served his county in the U.S. Army.
Howard earned a Master’s Degree in Public Administration (Magna Cum Laude) from Golden Gate University, San Francisco, California. He applied his skills to enjoy a long and notable career in government administration and law enforcement. Howard served as a uniform member of the Redwood City Police Department; Commander of Administrative Services, Ceres Police Department; Business Manager, Redwood City Police Department; Financial Services Manager, San Mateo County Sheriff’s Department; Director of Information Technology Human Services, County of San Mateo; Deputy Police Commissioner OTSD, New York City Police Department; CIO Public Safety, Commonwealth of Massachusetts; First Deputy CIO & CIO for Public Safety, City of Philadelphia; Director-Public Safety 911 Communications, District of Columbia.
Howard loved his dogs, especially Fred and Barney. Howard loved intellectual pursuits on all levels. Howard loved to travel. Howard had a keen understanding of history and politics worldwide. He followed world developments and was willing to share his thoughts and opinions with all who were interested.
Howard had a favorite saying “words have meaning”. Howard Anthony Baker, it has been an honor and pleasure. Rest in Peace.
